I think this worked all right in 20020202-nightly build...

When 'Open new tab with Ctrl-Enter on URL' is selected simple 'Enter' also opens
the page in new tab. When 'Open ...' is not selected 'Enter' opens the page in
current tab.

When 'Open new tab with MiddleMouse/Ctrl-mouse in bookmarks' doesn't work at all

The 0.9.8. milestone was branched 2 weeks ago, most of the bugs that have been
fixed in the nightlys in this time aren't present in the milestone. 
You might find other bugs that are present in 098 but that are already fixed in
the trunk, so before submiting a new bug report it's always best to test with a
current nightly.
