1239178 - MSE playback stalls when playing a particular m3u8 playlist in HLS.js

3. Watch the video play for at least five seconds.

RESULT:
As reported in HLS.js issue #141, Firefox playback stalls after five seconds and the HLS.js player reports "Frag Loop Loading Error". After about 30 seconds (?), the stalled video started playing again.

Chrome and Edge can play the video with just a small hiccup. IE can play the video, but appears to drop a lot of frames. Safari fails to play the video, reporting the same "Frag Loop Loading Error" as Firefox.

This bug sounds a lot like bug 1208035, but I can repro in Firefox on both OS X and Windows 10 so it isn't a bug in Apple's VT decoder.
