1239358 - "minimal-ui" display mode should be supported

According to http://w3c.github.io/manifest/#display-modes, there should be a way to open an app "with some means to access a minimal set of UI elements for controlling navigation (i.e., back, forward, reload, and perhaps some way of viewing the document's address)".

Such UI will be quite similar to CustomTabs, so there may be some code can be reused.

Aha, thanks!  That makes perfect sense.

Rather than *blocks*, this *depends on* bug 997779, as this feature can't be implemented in Fennec until that feature is implemented in Gecko, whereas that feature can be implemented in Gecko even if Fennec doesn't take advantage of it.  I've updated the dependency reference.
