Reproduced under Win 7 64-bit, Ubuntu 14.04 64-bit and Mac OS X 10.10.5 using Firefox 43.0.4, Firefox 44 beta 8, latest Aurora 45.0a2 and latest Nightly 46.0a1 2015-01-13.
Steps to reproduce:
1. Open Firefox with a profile that has some visited websites.
2. Go to location bar and press the Down arrow key - the most visited websites list is opened
3. Press again the Down arrow key to select the first entry
4. Select the Delete key to remove the first entry - the following website is selected and it's address is filled in the url bar
5. Delete all entries - the panel closes
Actual results:
The last entry url remains filled in the url bar. Opening a new tab and then returning deletes that entry.
Expected results:
The url bar is emptied.
Note: Tracked all the way back to Firefox 22, so it's not a recent regression.

With Top Sites this can't happen since we don't allow their removal with SHIFT+DEL, it should be possible to reproduce using the history shortcut button though, but I can't reproduce, likely because we removed the heuristic result.
