By default mozharness assumes that the scripts run in RelEng infra. This implies that e.g. the proxxy is used. But that can cause network problems. So we should enable developer mode in the qa_jenkins.py file to let mozharness know that our tests run outside of the RelEng infra.

By enabling the developer mode we can also remove the proxxy workaround.
