Steps how to reproduce with  SeaMonkey German 2.39 final Mozilla/5.0 (Windows NT 6.1; WOW64; rv:42.0 from official download area)  Gecko/20100101  Firefox/42.0  Build 20151103191810  (Classic Theme) on German WIN7 64bit:

1. install  particular dictoinaries 
   Hausa Spelling Dictionary [converted]
   Eʋegbe Spelling Dictionary 0.2.20160110 
   Hausa Spelling Dictionary 0.2.1-typefix [converted]
2. Quit → Restart SeaMonkey
3. Open Add-Ons-Manager - Dictionaries section
   Bug: All dictionaries from above are missing
4. In a comment input field 'Rightclick → Languages'
   » All dictionaries from above are listed
5. Open Add-Ons-Manager - Add-Ons section
   Bug: Dictionaries are listed as normal add-ons 

This is not a particular SeaMonkey problem, same (I only tested "Eʋegbe Spelling Dictionary") happens in FF 46.0a1 (2016-01-10). Of course I will contact Dictionaries' author.
   
If we find more dictionaries with that problem, that might be something for the add-on-converter?

May be you know a hint for dictionaries authors how to avoid this problem?

Not a Mozilla bug. This is an upstream problem, to be reported tp each of the concerned add-on authors.

The "add-on category" is set in install.rdf by the <em:type> setting. If add-on authors are negligent aind fail to set the appropriate value for their add-ons, there's nothing Mozilla can do about it.

I followed Tony's advice and examined the install.rdf of "akan_spelling_dictionary-0.9.1-typefix-fx.xpi".

I found:

The syntax differs from other dictionaries I checked.

You are wrong, we can help authors to create useful add-ons what make look mozilla software great. The goal is to create a "biosphere" where add-ons do prosper because authors can find any support they need. And this Bug is for this issue.

This is what used to be called "Tech Evangelism" and has been moved wholesale some time ago to a new Bugzilla Product "Tech Evangelism Graveyard", which, like all other "Graveyard" Products, accepts no open bugs anymore. I think that that move was motivated by MoCo having become unwilling to ever spend one fucking cent anymore on all-points Evangelism as it used to be. (I might be wrong.)

The newfangled "Tech Evangelism" Product accepts only bugs of the following kinds:
- Add-ons which make Firefox run slowly. (Ordinary add-on bugs should be filed with the add-on's own bug tracker and SeaMonkey-only add-on bugs are "of course" totally irrelevant.)
- Web compatibility issues for Firefox Desktop. (This, again, is to be understood /stricto sensu/ IIUC.)
- Bugs for Firefox for Android or FxOS which require Evangelism support.
- Bugs about preinstalled FxOS applications.
As you can see, nothing of matter to SeaMonkey, or only very marginally in the first two bullet points.)

Maybe you should open a bug in "bugzilla.mozilla.org / Administration" to have the "Tech Evangelism Graveyard" Product (i.e., old-style Tech Evangelism) reopened to new bugs under the new name "Community Evangelism", so that it could be managed entirely by volunteers like you and me. As acting Owner of that Product, you would of course be duty-bound to Watch all Components for the entire Product, and to recruit peers speaking the various languages in which third-party authors and webmasters to be contacted might write. Good luck with that. Other scenarios are possible too.
If  Rainer Bielefeld wants to contact the dictionary maintainers we should not hinder him.

RDF syntax is wonderful (not). There are a million ways of expressing the same graph. They are all valid. Just look for em:type
I did some corrections in install.rdf, so that the dictionary will no longer be listed as normal add-on in add-ons-manager.

- Installation: with converted Version ok, no warning,
- Function
  -- Browser: seems to work, adding a character to correct spelled 
     word brings up red wavy underline. 
     But spell checker not very useful, lots of words with red 
     wavy underline. Reason might be a small vocabulary?
  -- Email-composition: like browser
  -- HTML-Composer: like browser
  -- Chatzilla: like browser

Upload to AMO and rework of other dictionaries will have to be done by author.
Author got some additional information how to proceed by PM.

Without author's activity here I will close this one end of April.
