Details
User Agent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/47.0.2526.106 Safari/537.36
Steps to reproduce:
I set the timezone in Administration/Default Preferences to Europe/London. Logged out, cleared cookies etc.
Actual results:
All times are shown -5 hours to the timezone set above. I have confirmed that perl from the command line returns the correct time, the setting is there in the MySQL database, Apache and PHP all show the correct time and all other applications show the time correctly
Expected results:
The time should be set to GMT across the site.

Summary: Timezone setting not taking effect → Timezone setting not taking effect when being logged out

Cannot reproduce with master (6.0) and 5.0.2. If I change the default pref for the timezone and log out, times are updated accordingly. I checked times in buglists and in bug reports.
Maybe you have some cache issues?
