1240966 - Create self-repair-compatible endpoint

We will need to create a self-repair-compatible endpoint that can be loaded by Firefox's selfsupport system and replace the currently-existing self-repair server.

The rough details of this endpoint are documented at http://normandy.readthedocs.org/en/latest/dev/architecture.html#legacy-self-repair. Our intent is that the code returned by that endpoint will mimic the behavior of the planned system addon by separately fetching recipes from the endpoint in bug 1240965, fetching the associated actions, and executing them.

I think we are done with this. We have a shim that requests a recipe and then loads the needed actions. The shim is incomplete, but also not completely defined. That work should be in another bug.
