124105 - Save Link as delayed

Since upgrading from 0.9.6 to 0.9.7 and then to 0.9.8.  Right clicking on a
link, and selecting 'Save Link As' will not necessarily bring up the save link
dialog box.  If usually waits untill the page is completely loaded, or if there
is a download already occurring, wait untill that has finished.  This was not
the case with earlier versions where the dialog box would appear almost
instantly regardless of what else the browser was doing.  It simply an
inconvienience, as it often appears that the 'Save link as' command did not work.

I also see this in 0.9.8 as well as recent trunk builds. Saving links is VERY
slow to bring up the dialog box. (Linux 2.4.17 Mozilla build 2002020415).

Mozilla 2002020703 Windows 2000. unless I'm misunderstanding, this works for me;
I have to wait about half a second for the 'save link as' dialog to appear
