[Description]
In Web Apps grid view, navigating from horizontal direction won't always on the same row

[Reproduce Steps]
1. Launch Apps -> Web Apps/Dev Web Apps
2. Navigating to the bottom row
3. Move to right-most app/website -> Press right arrow from remote control again

The behavior is same as in the app deck. FYI.
This sounds like it's consistent, though odd.
