should open one window on step 2, and bring it to focus on step 3

VERIFIED FIXED in http://james-ross.co.uk/mozilla/chatzilla/nightly/builds/0.9.92/2016012316/chatzilla-0.9.92-2016012316.xpi (which is IIUC the second nightly after the fix, not the first one, but it's the one I'm running).
