[Description]
From spec, relaunching web apps will resume focus state within 5 mins. Currently relaunching will always keep the last focus state no matter how long from its leaving

[Reproduce Steps]
1. Launch Apps -> Web Apps/Dev Web Apps
2. Focus on any app/website except the default one
3. Home -> Apps
4. Stay on this page more than 5 mins
5. Launch Web Apps

It defines left original page less than 5 mins should keep its focus status.
The situation in this issue might be undefined area. Should we keep the focus status or reset the status after 5 mins?

I'm not sure if the spec was reviewed by engineers, but this is almost not possible to implement on TV. Could we drop this UX requirement?

Discussed with UX/developer, there is currently no better way of implement this.
