nsISaveAsCharset converts from Unicode to a specified charset. It also does some
fallback such as CER, NCR, transliteration. Instead of applying the character
base fallback, sometime it is dedirable to try different charsets as fallback.
Example is that Euro currency symbol cannot be mapped to ISO-8859-1 but
ISO-8859-15 or windows-1252 can. Need to investigate how to decide the fallback
order.
