similar to central_to_aurora, https://bugzilla.mozilla.org/attachment.cgi?id=8705925&action=edit we need to drop api-11 and support api-15. this can happen anytime after Jan 25th migration

There's a patch on bug 1243796 which adjusts the merge script, which yielded http://hg.mozilla.org/users/nthomas_mozilla.com/mozilla-beta/rev/33d2265188f2 for me. Is that the full scope of this bug ?
