I think that brings up the more general question of how partner builds should show the about:rights notification if they change the home page should show about:rights. Mike, any requirements here?

To the best of my knowledge, there's no legal requirement for us to show about:rights, as it's a courtesy notice, and doesn't require consent like a EULA or similar. That said, we should consider this and figure out a real policy. cc-ing Shane for context.
