The Ruler should allow for guidelines to be dragged out of it (horizontally or vertically) to create lines on a webpage

As a web developer, sometimes I want to make sure that items on the page are perfectly lined up. Opening the Ruler doesn't help me here, as I'd like to create a fixed line on the page (sometimes multiple) that I can use to line up other objects against. The interaction here would be to allow dragging from the vertical ruler (the one on the left or right side of the page) to create a vertical line, and dragging from the horizontal ruler (the one on the top) to create a horizontal line. Hovering over the line would turn it from black (or white if on black background?) to red, allowing for repositioning it. Right-clicking on the line would remove the line.
