We have too many list and list items in the ancestry for each particular tag. We only need to preserve it when it is relevant and where tree semantics is not applying. Otherwise it should just live with 'presentation' role.

I don't think we actually want to get rid of this semantic any more. My current approach turns the layout view into a virtual document, and the list nesting is actually useful for getting levels of inner and outer relations. Closing as WONTFIX.
