Update tester, then update gaia-taskenv (since it's based on tester).

Hi aus, I am currently working on bug 1238469 which requires updating tester image as well. If you don't mind, I could update tester with newer npm-cache in bug 1238469, and leave this bug for gaia-taskenv. What do you think? Thank you.
