Consider StrictMode's penaltyDropBox in pre-release builds (via telemetry?)

In bug 1239376, we talked about using penaltyDeath for ~a week on Nightly to catch bugs. It's a little aggressive and we can get similar data in a less aggressive package from `penaltyDropBox` [1], which stores the StrictMode violations in a central location. We could use a periodic upload service (e.g. telemetry) to upload it to a server for analysis.
Additionally, we can run it on pre-release builds (or maybe even release, if there are no perf implications).
This isn't a feasible alternative to bug 1239376 because building the infrastructure to upload & analyze will take too much time.
