It might be. Hiram, if you go to about:config and search for apz.overscroll.enabled, is it set to true or false?

It's set to true, I don't recall setting it but if I set it to false the issue doesn't appear anymore

Thanks for checking! It should be false by default, so this is basically the expected behaviour.
