Details

Noticed that since the release of that version, emulator jobs have been hanging until max runtime is hit. Usually the jobs will hang after extracting the archives. Running the same job but with 2.3.24 works though.

tc-vcs is no longer in active development. Either it's no longer used in most cases, or places that do use it do not experience this issue.
