Move "# device(s) hidden" from Synced Tabs panel to Settings

Currently, when the user hides a device, we have a persistent "# device(s) hidden" button/ message at the bottom of the last synced device. This doesn’t seem like it’s actually “hiding” it.
Its awkward that this persists around for one, but I don't think it's also something our users need. Why don't we move this into Settings > User@email.com ?
We can place it right under Device Name, and the button can launch the exact same simple dialog as it does now, but this has the added benefit of getting out of our users way.
For now, it can same something simple like:
