Steps to reproduce:

1. Have an unsigned extension that is installed before 45.x
2. Upgrade to 45
3. Extensions properly gets disabled but from that point on there seems to be no way to remove it.


Actual results:

"Remove" button is not there for automatically disabled extensions.  (Nor there's a way to re-enable them which is by design.)


Expected results:

There should be some way to remove these extensions; most likely via still having the "Remove" button.
