Command-key menu equivalents don't work when no browser windows are open.
Reproducible: Always
Steps to Reproduce:
Reproducable:
- Launch Mozilla
- Close any windows it opens on startup
- With no windows opened, press Command-N
Actual Results: Nothing happens.
Expected Results: A new browser window should open
Also, no other Command-key combinations work.

Command-N now works when no windows are open on BuildID 2002-02-08-09 thanks to
work on bug 36016.
