Press Ctrl+Shift+C

Actual results
--------------

Devtools / Inspector tab opens.

Expected results
----------------

Devtools / Inspector tab opens, **in "Pick element with mouse" mode**.

-> To get into the desired mode where I can pick DOM elements with the mouse, I have to reach for the tiny "Pick an element from the page" button at the left of the devtools toolbar.

Is this a desired UX change? That would feel weird, because:
- It's been this way for ages (since Firebug), and behaves the same in Chrome.
- More importantly, going directly in "Pick element with mouse" mode is super direct and convenient.

Let's track this in bug 1245654.  The change was made on purpose, but we're aware it has surprised some people.
