When the user has passcode enabled, block access to the Password Manager with the passcode validation screen. If the user has already validated the passcode within the required interval, skip validation.

Might make sense to wait for https://github.com/mozilla/firefox-ios/pull/1549 to land before this because this patch is built off of that one.
