Details

Currently the showing/hiding of the personal toolbar is based on the a value in the xul store. http://mxr.mozilla.org/mozilla-central/source/browser/components/nsBrowserGlue.js#1874 This means that for partner builds that add bookmarks, there is no way to easily show the personal toolbar without creating an add-on. There should be a preference that can at least be used to set the initial state of the personal toolbar to make it easier for partner distributions to show it.
