Steps to reproduce:

Edit -> Preferences, Privacy Tab, check Clear history when Firefox closes, click Settings, check Cookies, hit Ok.  Exit and restart Firefox.


Actual results:

All cookies still present.


Expected results:

All cookies should have been deleted.
