I wasn't able to repro this, either on OS X or windows.

I still see this with today's nightly on my laptop running windows 10

I still can't repro. I looked at the page, and the background seems to be a standard background image, nothing fancy going on there. Can you repro on a clean profile? Is it e10s only? Also if you resize your window smaller does it still happen? My screen is much smaller than what yours appears to be in the video, so maybe that's a factor.

resizing seems to make a difference. Specifically, if I size the window small enough such that I get a horizontal scrollbar then I don't get the flashing/jittering. If I expand it such that the scrollbar goes away then the flashing/jittering comes back

The patch for bug 1251894 might have fixed this. Brad, do you still see this on Nightly?
