1250532 - [Sync Tabs Sidebar] Enable Tabs for sync message not refreshed after Tab sync option disabled

STR:

1. Sign in to Sync with a FF account (Menu > Sign in to Sync
2. Sign in on a second device with the same account.
3. From the second device go to Sync page and uncheck the "Tabs" checkbox. 
4. From the second device Go to > Menu press the Sync Now icon.
5. On first device open the Sync tabs sidebar. Inspect the message from sidebar. Click on "Open Sync Preferences"
6. On second device from Sync page check the "Tabs" checkbox, then perform a sync.
7. On first device click "Refresh List" on sync tabs sidebar.
8. On second device from Sync page uncheck the "Tabs" checkbox, then perform a sync.
9. On first device click "Refresh List" on sync tabs sidebar.

AR:
The message is not displayed. Only after closing the sidebar and opening again.

ER:
6. "Turn on tab syncing to view a list of tabs from your other devices" message appears + link to "Open Sync Preferences".
