Trying to search for bugs with a set Locale (cf_locale) flag makes me hit a bug. https://bugzilla.mozilla.org/buglist.cgi?f1=cf_locale&list_id=12872900&o1=regexp&resolution=---&query_format=advanced&v1=[a-z] shows 31 bugs, https://bugzilla.mozilla.org/buglist.cgi?f1=cf_locale&list_id=12880047&o1=isnotempty&resolution=---&query_format=advanced&v1=true shows all OPEN bugs. We had this broken before, bug 901589 fixed that.
