We're going to set up e10s testing on all platforms on a project branch, since we don't have the capacity to add e10s tests on all trunk branches.

Ash looks like a good candidate; it hasn't been used since Dec 4.

After a ridiculous amount of studying differences.txt and allthethings_with_patch.json, I'm finally convinced that I've got this all right from a logic standpoint. Please do grade me on style too, though :)

Attachment: set Ash to priority 3 to match mozilla-central

Ash is being considered production from a test validity and importance standpoint, so let's not leave its jobs sitting in line behind everything else.
