I applied updates to this page to clarify things: https://developer.mozilla.org/en-US/docs/Web/HTML/Element/Heading_Elements, and https://developer.mozilla.org/en-US/docs/Web/Guide/HTML/Using_HTML_sections_and_outlines (which I also renamed and moved for clarity). This should resolve the issue.
