On day one, if the user doesn't have Google Play Services enabled, we will just fail to register for push notifications, and consuming sites will see errors. We'd like to do better. When a user enables push for a site, we'd like to prompt her to enable GPS. When a user has an active push registration (non-empty set of push subscriptions?) we'd like to prompt her to re-enable GPS if it's not available or needs to be upgraded. Independently, we'd like to use Push for FxA and Sync (i.e., Fennec-specific background services). We'd like to prompt the user to enable GPS here too.
