Firefox 47.0a1 (2016-03-01)

steps to reproduce:
1. Load https://addons-dev.allizom.org/en-US/firefox/addon/tabs-tabs-tabs/?src=ss
2. Click on the install button
3. In the doorhanger, click "Allow" WITHOUT clicking install.
4. Load Tools-> Add-ons 
5. The add-on is listed in the Add-ons Manager as "Downloaded"
6. Repeat steps #2-#4

observed behavior:
The same add-on is listed multiple times in add-ons manager as "Downloaded"

should be factored in when updating install flow - in case there's a root cause that impacts new flow.  flow should resolve to "reviewed" add-ons - but issue for non-reviewed
