Yes, but not quite the way the question implies. If you look at http://firefox-marketplace-api.readthedocs.org/en/latest/topics/search.html, you can see how the API takes a `region` parameter in the request. It returns qualifying results in the response based on that.

That said, I can't guarantee that that parameter is functional when multi-search is used for TV, because a) it wasn't an original requirement, and b) the data does not currently support it. In order for region-specific data to be returned by the API, the data has to also associate regions (or rather, region exclusions). This was not included for websites, which is what all the TV content currently is.

So the short answer is 'no', considering the current data and model.

Based on this information, would it be safe to say that all content on the TV Marketplace should be considered "global" for the foreseeable future?
Yes, that was the decision in bug 1221792.
