Following Bug 1246008 requests as well as the one in Bug 1251307.
> __heartbeat__ should be used for monitoring if the service is ok.
> This should trigger an alert to ops that something is wrong.

> This should trigger the ELB and ASG to stop sending traffic to the instance and replace it.

Since I have got a review from Mathieu, I will get this first version in 0.19.4 but Bob and Benson if you can give me some feedback I would be glad to iterate on this endpoint to fits your need for the lbhealthcheck.
