With the move to e10s happening, we should get our functional tests running in e10s mode, to make it more likely to spot regressions.

This sets up the infrastructure so that we can run the tests in e10s mode. They don't pass yet as there seems to be a marionette issue which I'm filing separately.
However, I think its still useful to get this bit landed, as it starts us on the road and makes it easier for people to try in e10s mode and help out with fixes.

Work remaining: see if we can get bug 1254140 fixed, and then work through issues (i.e. run tests with e10s enabled, see what fails, fix, repeat ;-) )
