It's been pointed out by a user that when trying to file a bug report, having the browser take you away from the problematic page by default when clicking the "Report a bug..." links is inconvenient. We should change these to open the bug submission form in a new window or tab.
Do any of our external links open in new tabs? We should make sure they all work the same. Other external links in the global nav should be updated to match if we make this change.

No; that said, however, this is a special case in which the content of the page you're currently on is very frequently needed in order to accomplish your goal on the page being opened. It's not a big deal, but would improve usability for this specific feature.
