We get this on b2g-inbound.
The repository that is not being found, was added in this bug 1253214.
per irc discussion with taskcluster people, this is probably because the addition of 4.9 in sources.xml files is only on b2g-inbound and not on mozilla-central
So I have unblocked this temporarily and retriggers seem to be going through (although some fail for a non tc-vcs related error)

The problem is still present within tc-vcs, but at least for now the jobs are working.
