1255088 - turn on talos e10s for mozilla-beta, remove some other misconfigurations

1) mozilla-beta needs e10s talos tests
2) we do not allow merging of talos jobs for all e10s jobs, this is a misconfig
3) twig branches do not have e10s talos tests, we don't sheriff these, turning it off.
** ash: no pushes since dec 4th (that is 3+ months)
** cedar: has a lot of recent data
** date: recent data, mozharness tesing
** jamun: no pushes since oct 5th, no talos jobs on any pushes seen
** elm: no pushes since dec 14th, only linux talos jobs on there

Not a blocker to this bug, but as an FYI, we're in the middle of repurposing Ash into an active branch for e10s testing. But we can handle Talos as part of that work as well, so no need to do anything special on its account for now :)

should I turn ash talos tests off for non-e10s, or add e10s tests to it for talos?

e10s only is fine if you want to do it now
