Steps to reproduce:
1. Start Nightly
2. Go to "https://developer.mozilla.org/Firefox"
3. Switch to reader mode
4. Open narrate-control
5. Open and close voice-select
Actual results:
voice-select has the select-toggle button. But it is not toggle. We cannot close select-toggle until select any voices again from voice-options.
Expected results:
voice-select should be toggle.
