Marking this as a meta bug, since this is too much to handle in one bug. We should file sub-bugs for individual tests.

We cleaned up some...and then some new ones were added, so there are still many disabled robocop tests.
While I agree with the spirit of this bug, it seems impractical to expect resolution here. For some subset of tests,
- the test cannot be enabled in automation because it fails too often
- we can't currently find the resources to fix the test
- we are reluctant to delete the test in case we can fix it one day, or in case the test is useful to someone in some other context
