If the SMTP server refuses to send the message (server is down or refusing to
relay), the composition window is sent behind the main MailNews window (in
Netscape v4.x it remains in front).  Clicking on the appropriate button in the
Windows task bar brings the Composition window back to the front.

Using SeaMonkey 1.1.9, and it appears to be fixed.  Old bug.  Hadn't thought about it in a long time, so it's probably been fixed for a while.
