removed cookies doesn't result in update of Cookie Sites if checkbox "dont allow removed..." is checked

If I remove a cookie from the Stored Cookie dialog and have checked the checkbox "dont allow removed cookies to be accepted later" I would expect the site to be added to the "Cookie Sites" tab right away. That doesn't seems to happen. I have to exit Cookie Manager and enter Cookie Manager again to see the sites that are blocked.

Using build 2002012608/W2K no sites seem to be added to the blocking list at all.
