1. Set mouse option "when I rotate mouse wheel" in your OS to "scroll by 1 page"
2. Open http://www.netbynet.ru/
3. Hover mouse over "News" section with narrow scrollbar ("Новости")
4. Rotate mouse wheel down once.
5. Rotate mouse wheel up once.

AR:
 After Step 4 "News" section scrolls to the end. After Step 5 it scrolls to the beginning

ER:
 In Steps 4-5 the section should be scroll by 1 page or at least by 3 lines.
 Actually, I know that they use DOMMouseScroll, so the desired user experience is "scroll by 3 lines"
