[Steps to reproduce]:
1. Open Firefox using a clean profile.
2. Click on the Hello button near the bottom (under the icon).
3. Click on it again, in the same place.

[Expected result]:
The Hello Menu closes.

[Actual result]:
The Menu does not close due to its tooltip. It is
