It's likely that a desktop user's Sync account will end up in an inconsistent state: see Bug 1235269 Comment 11.

Only the 'negligent' client can fix this by uploading the correct records.

Bug 1235269 and Bug 1253051 will help us get into this state less frequently and less severely.

This bug tracks detecting and automatically recovering from this state by comparing the server to local storage.
