[Steps to reproduce]:
1. On Windows 8.1 log in as an ADMIN and create a LOCAL Child Account
2. Install the Nightly try build 
3. Go to: Control Panel\All Control Panel Items\Family Safety\User Settings\Web Filtering\Web Restrictions
4. Check the Block file downloads  box.
5. Switch to your CHILD account
6. Launch the installed try build from step 2 and make sure the preference "security.family_safety.mode" exists and is set to 2 (add it if is not).
7. Go to https://www.mozilla.org/en-US/firefox/new/ and download the latest Firefox version.

[Expected result]:
The download should be blocked and we should receive a warning announcing that the download is blocked.
 
[Actual result]:
The download is blocked but there is no visual warning about that.

[Regression range]:
Not a regression.

[Additional notes]:
In Internet Explorer 11 a "Family Safety has blocked this download" warning dialog is received.

Hi David, would this be too difficult to fix for Fx50 time frame? While this may seem minor from a usability point of view, it seems like a good bug to fix. Not knowing why the download was blocked is a usability issue.
