125910 - include option to open new windows as new tabs by default

Usually I think tabbed windows are more convenient than multiple browser
windows, but it's hard to break the habit of clicking on links and hitting Enter
to open URL's to ctrl-click and ctrl-Enter every time. Thus, I think an option
to "always load new windows as new tabs" would be very convenient.

Um.  It's already there?  Edit->preferences->Navigator->tabbed browsing,
open tabs instead of windows for [list of options]

no no no, I want an option to ALWAYS use tabs, no matter how I click or hit
enter. Currently I can't just click a link that opens a new window or type a URL
and have them open in a new tab.

Having read bug 103943 and bug 119960, I agree that they sound like what you
were asking.  Is that the case?
